Project EnPC-Intrans (Capacity Building on Energy Performance Contracting) (EU Grant Agreement Nr. 4649 639) was Horizon 2020 project aimed at motivating and enabling European municipalities and their local facilitators (e.g. architects, engineers, lawyers, or accountants) to make better use of the economic potentials related of EnPC (Energy Performance Contracting).

The project was running from 1st March 2015 to 28th February 2017 (24 months). The project was lead by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH from Germany and brought together ten partners from nine European countries:

Project Objectives

The overall objective of EnPC-INTRANS project was to increase the market uptake of technologies for the improvement of energy efficiency (EE) in public buildings and services by means of fostering private sector participation in innovative financing schemes for EE investments. The specific objective of EnPC-INTRANS was to develop local capacities of the public sector at the level of municipalities to set-up and use EnPC models for the financing of their investments in EE improvements of public municipalities and services.

Concept of the Project

EnPC-INTRANS capacity building concepts and tools were jointly developed by the project partners on the basis of international, interdisciplinary and inter-sectorial cooperation and exchange of concepts, ideas and experience. The resulting training concepts and tools were implemented and demonstrated in all the partner countries and presented for further dissemination and replication to experts and stakeholders in all EU28 member states.

Innovate financing schemes promoted in EnPC-INTRANS were based on Energy Performance Contracting (EnPC) models for energy services ensuring the efficient generation and use of energy in public buildings and services. EnPC-INTRANS has succesfully addressed markets for energy services in nine different European countries, which are actually at various stages of transition towards a low-carbon economy.

Project Results

• More than 250 stakeholders and experts from the public sector, from ESCOs and from SMEs in the partner countries were involved in stakeholder consultations.
• More than 250 stakeholders and experts from the public sector, from ESCOs and from SMEs in the partner countries were involved in the training needs assessment.
• More than 50 trainers from the partner countries were trained for the implementation, dissemination and replication of capacity building and training measures developed in due course of the project.
• More than 1,000 local stakeholders, actors and community representatives in the partner countries were reached by the performed road shows.
• More than 2,000 technical, legal and financial experts and local decision makers from partner countries participated in the training programme offered in the forms of webinars, e-learning courses and on-site trainings.
